Kennedy City Council Proceedings
Regular Meeting
March 10, 2008

Mayor Deere called the meeting to order at 5:00 PM. Members present were Jon Turn, Paul Larson, Duane Peterson and Mary Ryden. Also present were Shannon Mortenson and Greg Mitziga.

The Pledge of Allegiance was recited.

Additions to the agenda: Under Unfinished Business: School Building and Burn Pile. Change to agenda: Take out Light Pole by VFW.

The minutes were reviewed from the February Monthly Meeting. A typo was noted and fixed. Motion was made by Ryden, and seconded by Peterson, to approve the minutes. All in favor, motion carried.

Public Forum: No one present.

Clerk’s Report: Mortenson will be gone tomorrow afternoon for a RDC Loan Pool meeting. A request for donations was received from Kittson County Ambulance and the After Prom Party. State statutes precludes cities from donating so a letter will be sent to each entity. Clerk will be gone on vacation from April 16-20. The auditor will be in the city on March 24 & 25. Motion was made by Larson, and seconded by Peterson, to accept the Clerk’s Report as presented. All in favor, motion carried.

Treasurer’s report: The balance sheet was reviewed. Motion was made by Peterson, and seconded by Larson to transfer $10,000 from the money market account to checking in March. All in favor, motion carried. The Unpaid Bills sheet was reviewed. Motion was made by Peterson, and seconded by Larson, to pay the bills as presented. All in favor, motion carried. Mitziga had 21 hours of Sunday/Holiday overtime in the last month. Motion was made by Turn, and seconded by Larson to pay Mitziga for the overtime hours worked at Sunday rate of pay. All in favor, motion carried. Mayor Deere and Mary Ryden reviewed the unpaid invoices, February bank statement and the reconciliation statement. Motion was made by Ryden, and seconded by Peterson, to accept the Treasurer’s Report as presented. All in favor, motion carried.

Maintenance Report: The new lawn tractor has been delivered; the sweeper is not in yet. A lot of garbage has been in the recycling bins lately. As a city, we have put many "plugs" in the newsletter so abuse could be coming from country residents. KaMaR will be contacted to see if they can advertise what goes in the bins. There has been a lot of snow removal in the last month. Motion was made by Ryden, and seconded by Larson to accept the Maintenance Report as presented. All in favor, motion carried.

Fire Dept. Report: A short meeting was held last month. Carey Mortenson drove the old DNR pickup to Duluth and exchanged for a 2001 Ford from DNR. The vehicle will be used as a grass fire rig. Two calls were done last month-one vehicle rollover and one mutual aid house fire.

Council Committee Reports: Mayor’s Report-The lights at the skating rink have been on in daylight. Mitziga will shut off. Gunnarson’s have donated a house to be used as a new warming area next year. Mortenson was asked to compile a list of expenses incurred for the rink this season as a fundraiser may need to take place. Council inquired on status of Visness house. Mortenson will call city attorney, Roger Malm.

UNFINISHED BUSINESS

Petition Watershed District: An email was received from Dan Money outlining progress.

Kennedy EDA: No updates.

Bridge Replacement/Taggert Bill: Motion was made by Larson, and seconded by Ryden to pay Taggart Excavating $6199.00. All in favor, motion carried.

School Building: Council discussed a public meeting and set the date for Tuesday, March 25 at 7 PM in the school. Council will meet on Monday, March 24 at 7 PM in the school to review the presentation. A list of advertising for the public meeting was formulated.

Burn Pile: The application for the pile was denied from DNR. The application was returned after DNR received a phone call from Rep. Olin’s office. Council directed clerk to call Olin’s office for additional help and then call the State DNR office as the application was not reviewed within 90 days. A letter did not accompany the denied application explaining why it was denied.

NEW BUSINESS

Tax Forfeited Land Sale: One parcel in Kennedy is for sale on March 19.

LMC Legislative Conference: Motion was made by Ryden, and seconded by Turn, to pay for Mortenson’s registration to attend the Legislative Conference in St. Paul on April 9 & 10. All in favor, motion carried. Minnesota Association of Small Cities will pay for mileage and lodging.

April Meeting Date: The April Council Meeting was set for Monday, April 7 at 7 PM.

There being no further business brought forward for the member’s attention, the meeting was adjourned at 6:51 PM by motion of Turn, seconded by Larson. All in favor, motion carried.
