Kennedy City Council Proceedings Mayor Deere called the meeting to order at 6:30 PM. Members present were Duane Peterson, Scott Winge and Mary Ryden. Also present were Shannon Mortenson and Greg Mitziga. Additions to the Agenda: None. The minutes were reviewed from the May Monthly Meeting including the Tax Equalization Meeting. Motion was made by Peterson, and seconded by Winge, to approve the minutes. All in favor, motion carried. Public Forum. No one was present but a complaint was received regarding the area around the burn pile. This area is being improved. Councilmember will speak with residents who commented. Clerk’s Report: Mortenson will be gone next Tuesday for a Loan Pool meeting at the Northwest Regional Development Commission (NWRDC). There is a Clerk’s meeting this Friday in Crookston that the Clerk would like to attend as USDA officials will be presenting. The Minnesota Association of Small Cities Annual Meeting will be held in Duluth on June 28. Mortenson will be gone June 27-29 to attend this meeting. The July 4th Holiday falls on a Wednesday; Mortenson will be taking vacation but unsure of dates. She will post notice in the Kennedy Klips. Motion was made by Winge, and seconded by Ryden, to accept the Clerk’s Report as presented. All in favor, motion carried. Treasurer’s report: The balance sheet was reviewed. The accounts have not been reconciled as statements were not available. Motion was made by Peterson, and seconded by Winge to transfer $10,000 from the money market account to checking in June. All in favor, motion carried. Council reviewed the attendance sheet as paychecks will be used the end of the month. A $175 memorial was received from the family of Gladyce Rynning. The Unpaid Bills sheet was reviewed; added bills were highlighted. Motion was made by Peterson, and seconded by Winge, to pay the bills as presented. All in favor, motion carried. Motion was made by Ryden, and seconded by Peterson, to accept the Treasurer’s Report as presented. All in favor, motion carried. Maintenance Report: New banners were put up last month. There has been an excess amount of garbage put in the recycling bins and at the burn pile. After much discussion, it was suggested to talk to Gail Norland at the Kittson County Enterprise to do a story on recycling in the county. The summer worker started last week. Motion was made by Winge, and seconded by Ryden to accept the Maintenance Report as presented. All in favor, motion carried. Fire Dept. Report: No updates. Council Committee Reports: None. UNFINISHED BUSINESS Petition Watershed District: Viewers still have not been appointed so timeline is two months out. Kennedy EDA: Nothing. Bridge Replacement: Construction has begun at the site. The waterline to the shop was severed because no one knew it was located in that certain spot. Two new curb stops were installed but they did need to be placed in the middle of the street. The new curb stop was then hit by the construction company and fixed a second time. The new sewer line is going across the coulee and it looks like a concrete apron will need to be installed by the pipe under the coulee as washout occurs during a rain event. The manhole west of the bridge was hit and damaged so a new one has been installed. Drain tile was put in for the street and it is working well. The riprap located west of ToddCo along the coulee banks will be smashed in smaller pieces and covered with dirt after the project is completed. Currently the project is on schedule. Summer Maintenance Assistant: Motion was made by Ryden, and seconded by Peterson, to hire Marcus Anderson for the Summer Maintenance Assistant. All in favor, motion carried. Senior Center Fundraiser: The date will be in August depending on the Roaster Man. Mortenson will call. Amend Liquor Ordinance: Motion was made by Peterson, and seconded by Winge, to amend liquor ordinance #54 pertaining to days of sale. All in favor, motion carried. NEW BUSINESS Review Audit: Council discussed the audit report received from the auditor. There are deficiencies recorded in the audit which the council addresses by reviewing unpaid bills and checks issued in a month reports. Summer Recreation Coach Salary: Mortenson will obtain more information. Enforce Junk Ordinance: Jim Petersburg and Gordon Helderman are in violation of Ordinance #60. Clerk was directed to begin the process as stated in the ordinance. Building Permit: Motion was made by Ryden, and seconded by Winge, to approve the building permit for Violet Bowman. All in favor, motion carried. July Meeting Date: The July Council Meeting was set for Tuesday, July 10 at 6:30 PM. There being no further business brought forward for the member’s attention, the meeting was adjourned at 9:00 PM by motion of Ryden, seconded by Peterson. All in favor, motion carried.
